והיו הדברים האלה אשר אנכי מצוך היום על לבבך ושננתם לבניך… (ואתחנן ו:ו-ז)

And the matters that I command you today shall be upon your heart. And you shall teach them thoroughly to your children…

At first, it should be “והיו הדברים האלה… על לבבך”- they (i.e., the words of Torah) should be deeply ingrained in your heart, and then you will able to “ושננתם לבניך” – teach the words of Torah to your children. Because when the learning material is ingrained deeply in your heart, you can engrain it into another’s heart.
