כברכת ה’ אלוקיך אשר נתן לך (ראה טז:יז) – שופטים ושוטרים תתן לך בכל שעריך… (שופטים טז:יח)

With all the other Nations of the world, you find that they appoint judges and rulers from foreign lands, like by Balak the King of Moav who originated from Midyan. However, the Yidden have a guarantee from Hashem that they will always find judges, blessed with wisdom, from their own nation. As in Rashi of פרשת האזיני it says: “הוא עשך ויכוננך” – Hashem blessed you shall have Koahanim, Naviim, and kings all from our own —- this is the connection of both Parshas.
