וירא בלק…את כל אשר עשה ישראל לאמורי (בלק כב:ב)

The Moabites feared the Yidden because their leader, Balaak, knew and understood the reason for the Yidden’s success. וירא בקל בן צפור – he saw את כל אשר עשה ישראל – what the Yidden accomplished and what they can accomplish,  לאמורי – with their strength of “אמירה” – davening to Hashem with their mouth.  Because just by the Yidden it says “צדיק גוזר והקב’’ה מקיים” – the tzaddik decrees and Hashem does his will.
