צו את אהרן ואת בניו לאמר (צו ו:ה)

Rashi says: “אין צו אלא זרוז, ביותר  צריך הכתוב לזרז במקום שיש חסרון כיס” –  We need to be more  encouraged in a place when there is חסרון כיס –no money in the pocket.

The pasuk warns ביותר – someone who is blessed with “ביותר – a lot of money” should know that “צריך הכתוב לזרז” – he’s encouraged to keep his eyes on the lookout for “במקום שיש שם חסרון כוס” – people who don’t have money, he should give them tzedakah with an open pocket and lookout for their welfare
