ויבא נח ובניו ואשתו ונשי בניו אל התיבה מפני מי המבול (נח ז:ז)

Rashi says: “נח מקטני אמנה הי’”- Noach had little faith and did not believe that the Mabul – Flood would actually arrive  – until the waters forced him to go inside the Teivah – Ark.

The Torah already said that Noach is a צדיק תמים – a complete tzaddik, so how can Rashi say that “נח מקטני אמנה הי’” that Noach was from the people with low Emunah.  Here is one way to answer this dilemma: Rashi explains that Noach believed in the “קטני אמנה” that they would still do teshuvah, and that’s why “he didn’t believe” that the Mabul would come upon the world.
