ויקרא משה אל כל ישראל ויאמר אליהם…(כי תבא כט:א)

Why does it say in the Parsha of this week,”ויקרא משה אל כל ישראל ויאמר אליהם,” when Moshe Rabienu has already been talking to the Yidden from the beginning of Devarim? 

The difference is that this time, he spoke “אל כל ישראל” – all of Yisroel – including women and children, we read at the beginning of the Parsha that we are going to read next week: “אתם נצבים היום כלכם לפני השם… טפכם נשיכם” – “you are standing today, all of you before Hashem… your children, wives”.
