ולעבדו בכל לבבכם ובכל נפשכם. ונתתי מטר ארצכם בעתו… (עקב יא:יג-יד)

And to serve Him with all your heart and with all your soul, I shall then provide rain for your Land in its proper time.

The first passuk ends with ולעבדו בכל לבבכם ובכל נפשכם , and the following passuk starts with ונתתי מטר ארצכם בעתו. The connection between the two pessukim alludes to the following idea:

“Only if we daven (pray) and sincerely ask for rain with our full heart, only then will we be given from heaven with blessed rain.”
